IMHO the constitution does not dictate how the electoral college members within a state vote. Another issue is that in most states there is no penalty for voting contrarian to the popular vote within a state. As much as I agree with the principle of the electoral college, as much as this is a republic not a democracy, a number of issues do exist.

Restoring states rights means repealing the 17th amendment, which is unconstitutional in its very existence.
