How come terrorists aren't stealing private planes and bombing stuff from them? Then probably get away. Not like police can scramble air force fighters within minutes unless you're somewhere like DC I guess. Also, sabotage crap like they did in WW2 seems like it would be EZPZ as well. Electric and telcom substations, Rail lines, etc. It's just folks using cars and IED's on buildings and guns and pretty much small time shit.
