Actually it does because Twitter self identified, and used legislative shielding as a public forum. Which comes with responsibilities which include having set 1st Amendment protection duties.

Either they are a public forum and must respect our rights or they are a private organization and open to lawsuits like when a group bullies someone into harm or libels someone Twitter is no longer immune from culpability.
