Yeah, by the criminal justice system, and the profit prisons that are packed with non-violent drug offenders.
They don't want to stop the charitable cartels because that would affect their own livelihood. And they may become irrelevant.
That's why were only seriously thinking about it...and not already obliterated the fuckers. Believe me, our military has been itching to crush the cartels for a looong time. But instead, someone's had them guarding poppy fields and clearing the way for big oil and pipelines on the other side of the world.

It seems obvious that this has more to do with setting up charges for big fish. If people like Obama, Noname, HRC can be proven to have been working with the cartel (or you know, money laundering for them) wouldn't that make them vulnerable to all of those sanctions and tribunals Trump EO'd?
