I lived in one apartment in my entire life. Fantastic experience all around. Staff was great, always kind. Maintenance guys were fucking awesome - one time my snake got lost in the wall and he helped me get it out. Everyone loved my dog and when she got a little wild during a thunder storm and chewed up the carpet - they told us no sweat. They change the carpets every few years and they just so happened to be doing it the year we moved out - even got our security deposit back.
My monthly rent was literally $666.00 (utilities included). Freaked everyone else out, I had a lovely experience in that year and a half.

I lived in apartment in PA that charged me property tax. I didn't realize that was even possible

All renters pay property tax...that's part of the rent. Was your property tax listed separately?
