This was alluded to in the paper that Jordan Peterson wrote for the UN. In essence they want to start another "Green Revolution see: Rothschilds" in order to feed the whole world from Africa while also insuring a massive surplus of low wage and low intelligence workers to effectively destroy the middle class in all countries.

Its give and take... genetic modification of plants doesnt actually involve viral RNA splicing. Unlike those voodoo head Oxitec mosquitos that accidentally spliced into Zika and released a Zika strain that caused invitro anacelaphly.
