It does seem odd that they want a censorship free platform, but have such restrictions straight away. I think the moderation tools are there for people who want to curate their own little forum on the platform.
I didn't read it like that. The "auto-mod" vibe I got was a tool to scrub from everywhere. I could be wrong, though. After reading the terms and trying to decline - and failing - I decided not to go further.
It also sounds "etherium based" because it flat out says money will be required. That also gives me pause, as I would guess some people may link it to their wallets, allowing for easy theft?
My idea for a distributed web would be a magnet-link based system where people could upload magnets to a central file (yep, I know this makes it centralized - but there could be mirrors) and then people could daily download the list of magnets and then choose the individual files/data to download locally. Everyone would basically seed the info they choose.
I'm not sure how a comment system would work to accompany that, but if the goal is to decentralize information, using a torrent system seems easiest to me.

Not 3-4 MB (Megabytes), it needs Gigabytes! That is the download of the entire ethereum testing blockchain. It only needs to happen when you get going the first time, and that download is precisely why it is a distributed application. You can even try and do the "light" download, though this is experimental, at the moment.
The "no hate speech" is probably there to avoid the project being killed in its early days by being overrun by illegal content and perhaps also due to the jurisdiction in which the organization is situated, which is a result in part of historical accident.

Why blockchain? Overhead will become horrid. Even starting up the website takes 3-4MB+ of initial download? really?
Try to "decline" the terms of service.... - website locks up.....
