Water on its own is an insulator. The dissolved solids in water are what conduct electricity. It could increase the potential of a strike but the primary factor is the environment.
This is silly and the limit of my knowledge on the subject. I suggest that if you are interested in electricity you should research the basics of Ohm's law. It will help you understand the forces at work here.

If you connected a stun gun or taser to an electrified shirt, would that effect be any different?

That's an interesting thought. It might actually discharge through the shirt instead of you, all things considered. Maybe that requires a few tests...
