Probably not. There's air between you and your shirt and most likely rubber on your feet. The tree has direct contact with the ground. But if its you in the desert or your the tallest thing for a mile, then maybe.

Water on its own is an insulator. The dissolved solids in water are what conduct electricity. It could increase the potential of a strike but the primary factor is the environment.
