It's a fun game and it's true that central planning can't work, but it's not like they were trying to make Tropico as a true real-world economic simulator.
That's actually the point - Tropico demonstrates the economic calculation problem at a very high level of abstraction, much less the real world "how many 50mmx10mm nickle-plated bolts should we produce" level of complexity.
