The Vernon C. Bain Center (VCBC), also known as the Vernon C. Bain Maritime Facility and under the nickname "The Boat", is an 800-bed jail barge used to hold inmates for the New York City Department of Corrections. The barge is anchored off the Bronx 's southern shore, near Hunts Point. I verified the address and you can clearly see the huge ship parked there on Google Maps.

Google Map imagery can be years old despite the copyright date. If anyone is in the Bronx, or knows someone in the Bronx, it would be pretty easy to get a visual confirmation.

I'll read more in a bit, but I can tell you I have a close friend operating on a CG cutter right now. The detainees they are picking up from interdiction operations are being held in the brig for a couple of weeks as needed, and then being brought to a holding facility in the Panama Canal Zone. They aren't being taken to a mystery floating prison.

Don't freak out, I'm not a shill (read my submission history).
Can you ID that vessel and location? I can't. The only known and named, seaworthy prison ship in the US I've been able to Id has been the Bain. There was another one mothballed in the 90s, I think. That's not to say it hasn't been recommissioned and made seaworthy + corrections certified. That could be done under relative secrecy.
I watch the GMTO stuff pretty closely. Everyone has been saying the Vernon Bain has been headed to GTMO for months. So I called them and said I was going to see an old friend and I wanted to confirm the address for visiting hours and she did.
I'm a realist. I deal in facts. What can be proven/dis-proven. Statistical probability. Etc.
FWIW, the Vernon C. Bain is not listed in the databases used to track the ADS-B transponders on ships: https://www.marinetraffic.com/
That means it must be tugged. Find the ADS-B for your grey ship's tender, and you can track.

I saw the rumor going around about the barge back when Q first started leaking, Fall of 2017. I immediately dismissed it because I see a lot of barges heading to Alaska and you would not tug a barge to Cuba full of humans locked in cells. WAAAAAY too dangerous. Barges are fine for insured cargo, ore, wheat, and other stuff you can afford to lose but they are not safe on blue water. Too easily swamped.

It's an overflow barge for Riker's Island and is already at capacity. Also, barges don't use gas. They are a barge.
