No, temperament is innate and appears within days of a baby being born. Different babies have different personalities that carry on throughout their whole life. The only way to change it is through serious abuse or something really drastic and traumatizing. Personality is a major part of a person.
It does. But genetics play a bigger role. The heritability of IQ for adults is as high as 80% and 86%.( Plomin, Robert, and Ian J. Deary. "Genetics and intelligence differences: five special findings." Molecular psychiatry 20.1 (2015): 98-108.; Panizzon, Matthew S., et al. "Genetic and environmental influences on general cognitive ability: Is g a valid latent construct?." Intelligence 43 (2014): 65-76.)

No. What we are saying is that some races are predisposed to ill temper and an inability to learn beyond a certain level. Outliers exist, of course, but as a whole, the data plays out.

And this data is controlled for income, home life, and quality of education? How is "inability to learn beyond a certain level" even measured?

You don't care and you don't really want to know because the horror of reality is beyond your ability to cope with and anathema to all your good manners and sensibilities.
If you decide you really want to delve into this look up Molyneux's IQ interview play list or hategraphs.
The important thing to keep in mind is that although individual IQ and temperment is somewhat fixed, group averages can change across generations. If you discover that everything we say is true you don't need to despair. Embryonic selection or CRISPR can change it after a generation or two. Or just old fashioned natural selection.
Things are a certain way and we have to deal with that but nothing is set in stone.
