Sure. Its guns, missiles, armor, and targeting systems are wholly inadequate, even compared with older ships still fielded by other navies. Neither ship has the armor to even meet the Navy's standards. Basically it's a combat ship that has no business being in combat and pretty much never will. It's the wrongest tool for the job possible (both ship classes). A little googling on this can yield you plenty to read about what I'm talking about. Here's a few:

I just read a book called Ghost Fleet. It was kind of... over dramatized, but it did bring to light some of the possibilities of the crap the US military is buying up these days.
