Yeah, maybe. Might be easy to "skim" some weapons of their arsenals and send direct. A lot easier than from the US direct.

I used to be heavily into AK platform rifles. Around 2005/6 Iraq vets started showing up on those forums to share experiences as well as sell parts they brought home (furniture, optics, bayonets, etc.). Their description was there were weapons dumps, some covering acres, with stacks of firearms awaiting disposition. Piles of handguns, rifles, SMGs, light & heavy MGs but no ammo or explosives. If you knew (or bribed) the right person you could get in and strip parts off stuff. (Nearly impossible for the average soldier to smuggle a complete firearm back though.) One other story was someone that saw a group in plain fatigues, no identifiers, at one of these dumps pulling out 30-40 weapons all of the same type, loading them up, and being waved through the gate. Oversight was minimal during Bremer's tenure "managing" Iraq, who knows how much stuff evaporated then?
