Any system is going to wind up with everyone trying to do the least for the most gain. Period. That's why socialism always fails. That's why every game with any kind of economy/levelling system has to be repeatedly patched to fix "exploits". Human nature is to always get the most for the least effort. Period. Without that base instinct we would still build by having a bunch of people pull blocks with ropes.

That is not "human nature", that is just nature. All life necessarily tries to get the most for the least effort. Otherwise we would all be extinct.

No. Garriott didn't plan on having as many players as they got: recall the insane lag, just walking past the bank was crazy.

And as a commenter pointed out: they caused it through the skills grinding system/economy.

Spitballing here but I think I see a way to make this work: Give herbivores a much higher evasion rate vs. players than carnivores. If you have to stalk and chase that rabbit for five minutes first, most likely the gamer will move on. Sometimes I wonder how long people really think about their problems.
