Actually this is very interesting, my friend and I were having this conversation about this the other day. We thought perhaps the cellar towers are further apart and needed to cover a wider range of areas compare to other countries, which could mean higher cost. (But still it is about too expensive)

We have been getting fucked by wireless monopolies forever because they are an oligopoly of three companies.
No government has sought to get them for colluding on price (all providers have identical plans with identical pricing).

I always buy my phone outright unlocked, and never sign contracts.
Most Canadians sign contracts so they get a locked phone for 'free'.
What it boils down to is that most Canadians don't want to pay $500+ up front for an unlocked phone. Most Canadians prefer to FINANCE their phones.

Being Canadian, my guess: To be able to change phone every 2 or 3 years; with a plan, people pay a little each month and don't realize they're throwing away still perfectly good phone.
