You are missing the mark here. They wanted to create a United States of Europe with the Treaty of Rome in 1957. Instead they created the European Coal and Steel Community, but the plan was there from the start.

They did the same thing 400 years ago with the East India Company. Started with "trade", but somehow they also had a fully trained army to enforce the terms of "trading" in the colonies.

(((They))) just realized that they couldn't keep Europe under the iron thumb of the USA and Soviet union for long so a way to get Europeans to think they were ruling themselves was needed. Much fewer people to corrupt. Same strategy as in the US but the federation was already a done deal there.
