Don't think Joker will be a main/pivotal character in the movie. I think his part is just a cameo to show the origin of Harley. That could be why he isn't in the photo.

they didn't hire an oscar winning actor like JAred Leto to play the most iconic villain of all comic history for a cameo. If you look real close, Joker is seen in a few scenes that are outside of the scene where he tortures Harley Quinn. One quick snippet shows him walking behind a bearded man in a factory like setting that in a another quick shot is shown to be producing missiles. There is obviously the scene that shows Harley and Mista J in a purple car while Batman is on top of their car in order to stop their fun day of chaos and destruction. Now the best theory i have heard about this film is that it will follow similar to the animated DC film, Assault on Arkham. Like in the animated film, Amanda "the Wall" Waller brings together a bunch of villains in order to capture the Joker. There is the theory that Joker is being hunted by the suicide squad because his presence in a missile factory promotes the theory that he is attempting to poison city populations with some sort of poison gas using missiles (pretty much his joker laugh gas). So pretty much the film will be the suicide squad being used to capture the joker before he can implement his dastardly deeds.

It's incredible to think that they have that many people cast and that many movies planned and we haven't even seen the first one of this actual push. Man of Steel was great but I don't know if they really expected that to be the first in this series given the huge gap.

There was a 2-year gap between Iron Man/Hulk and Iron Man 2, so 3 years between Man of Steel and Dawn of Justice isn't nearly as much as you might think.
