Cuba has a generally clean Communist regime and probably one of the cleanest besides for that of Tito's Yugoslavia.

Its because of its Western characteristics naturally. Northeast Asians can be quite demanding and brutal to their children and add a ideological and political angle to it and what you have is a society that cares not about even rearing those to carry for this ideology or embrace this political tradition, because simply speaking this is done by the Kims and their cohorts. Its such a lop-sided and egotistical state that the only ones that get to bask in its glory are other people in power, probably people associated with the military/military command, and even those who worship the Kims are not allotted much.

Its a really cheap and stupid society and shows at the base what East-Asian conformity to certain social norms and repetitive forms of thinking about modes of society and modes of thought(just East-Asian traits) leads to a relatively non-progressive society.

At the same time, these traits, if they are directed in an appropriate manner and have a good system of reward/punishment attached to it, end up creating the highly progressive society and economic powerhouse known as Japan(Japan has a different racial makeup than other parts of Northeast Asia) and a somewhat upwardly mobile society and economy in South Korea. Asians are progressive, but they lack a final drive and objective and tend to float around with their progressiveness.

I would assume they are probably good planners at times(of course certain individual Asians will be such), but lacking a motivation or drive ends up creating a world where planning tends to be less general picture and more focused on petty details and fetishes.
