There are Q' on fire trucks. I don't know what it stands for officially but a quick duckduckgo finds some.

Those trucks are listed as Quints. So that much be what they are :)

9/11/14 – E73, E69, E70, E78, Q76, B7 and B71 responded for a structure fire Mahan Way.
9/24/14- E73, E69, E70, E71, Q76, B7 and B71 responded for a structure fire at Wing Stop on Fitzgerald Dr
Their Designations are E for engine, T for truck, B for Battlion and Q for Quint

Looks like Two quints were at the prisoner arrival Q74 and Q76 Their ladders were holding up the flag.
