This is not surprising one bit... I am currently enrolled in graduate level accounting courses while studying for the CPA with job offer with a Big Four Accounting Firm as an auditor. The federal government has never been issued a clean audit report, the Comptroller General has always issued a disclaimer opinion. The same would be true for the Pentagon.
