I live in Europe and there generally isn't much of a trick or treat scene over here, except in this one part of our city which is full of expats. There were literally thousands of kids in a 5 block radius and keeping track of mine tonight was difficult.
My best advice (and it's what I did) is to find out what the most popular costume is and dress the kids in something completely different... that way you can find them in the crowd.
