No. Censorship would imply looking at it from an angle of morality or offensiveness. I think that if people are going to get a taxpayer subsidized internet service, then said service should be filtered in a way to minimize the level to which it can be used for entertainment purposes.

I couldn't agree more. There are a lot of educational resources that could help a lot of people if they could access them. If a child is on the computer playing an educational game, or doing khan academy, they are probably less likely to be recruited into a street gang or cause trouble for their parents. Who could be using the service to job hunt, or find cheaper alternatives for a product they require.
