Framerate can definitely affect if you enjoy a game or not. It's not just icing on the cake. There are plenty of games I've skipped because of a bad framerate. Even a steady 30 can feel awful once you get used to 60. It's always a bit jarring to go back to consoles after playing only PC for a long time. Also the N64 Zelda games on the 3DS didn't feel anywhere near 60 FPS to me when I tried them at a kiosk.

I was going to make a comment about framerate informing the decision, that it will matter for some genres more than others etc., but it looks like you've had enough comments of that vein anyway so have an upgoat.

Yeah, but I was fucking 5 when I played OoT. I don't care how good your game is, if it's not running at 60 I don't care to play it. 60 is objectively better in every way.

This is part of the enjoyment of being part of the masterrace, being able to do this on larger, more consistent basis. Older games, sure, but if you put out something new on PC, get your game dev shit together IMO.
Yeah some games I won't play if it's locked. I won't play any platformers that are locked to 30 because it directly affects my ability to play the game. Other twitch based games I won't play either because it affects my ability to play the game.
I also have a 144hz monitor. Framerate is important to me. If a game locks its framerate, and I can't change it, it makes me mad and I probably won't play the game.
