Not quite, your exit node is on a section of the network that is currently unaffected. If there is an upgrade in progress as some have suggested, this would fit that pattern. To test, Switch exit nodes and you will probably have a different experience.
This happens because content is distributed across the network through the use of content delivery servers that are closer to origin of the request. If the cdn in your (exit node’s) region is still available, YouTube will continue to work. I just tested this, 1 of 10 exit nodes had a functioning YouTube.
This is not targeted only in the US and to report that it is, it’s pretty irresponsible especially if none of the information I just mentioned is new to you.

I'm outside the States, but it's back to normal now, this post was made while it was blocked.
Apparently it has to do with a moon video, moon getting hit by an asteroid, but those are rumors for now.
