I guess unemployment could be difficult to define in such a way as ro be perfectly accurate in all circumstances. The idea im going for is that nobody willing to work goes without work. And that somehow, we determine who is unwilling to work, rather than unable. Those who can and do, but just enough to get by... On government benefits of course. I have no ideas on how do do this, its just an ideal.The truly unable can and should be supported. i think that many know someone who could work more but doesn't, and then wants others to cover costs. Being confident that the truly needy are the only recipients would go a long way to increasing charitableness

Under the definition adding value through effort the owner of a building is employed in the business of landlording. Some seasonal workers go on the pogey whenever the season is over. Some make the money they earn in a season last a year. Some line up work back to back and are always employed. I would say that runs the gauntlet between unemployed underemployed and fully employed.

To say there cant be any unemployment is to say everyone is employable. Which cant be true.

Also what does "employment" mean? Is the owner of an apartment building "employed"

Is a freelance artist "employed"?

And what of the physically and mentally unfit? What job would someone confined to a bed get? Or an adult with the mental capacity of a 3 year old?
