Ya we need to dump more money into these programs so they can pay parolees minimum wage to provide “enrichment” to a few at risk kids at the low low price of a few hundred thousand dollars a year.
How else are those strong black community leaders, who get rich off this scam, going to afford their bling, hood rats and swag?

This is the closest the article comes to describing either motivations or causes.

But to actually be proactive and connect with these guys on a personal level to even begin to have a chance to stop the issue, that’s a whole other ballgame.
Contorted words to actually avoid describing "the issue" while still padding out the article. Shameful.

Gun-Control in black neighborhoods would be great. There really is no legal pretext and it could be used to go after Gun Rights altogether.
I think black people should be considered a danger to society in a certain sense and in this sense incapable of carrying and owning a weapon.
Police should do regular checks in crime ridden areas to confiscate illegal guns. I don't think this is too extreme.
