What I fear is basically the government unlike some other preppers (although we are not preppers there is some overlap in concerns) so I can't really use things that require government license and permission. Put simply if the government hasn't shut everything down we can use the internet and otherwise a licensed radio would be taken too.

Encryption is not enough if they find your broadcasts annoying. An encrypted signal can still be triangulated to the transmitter.

Can also modify equipment.
My transmitter was limited to certain frequencies.. but there was some simple soldering instructions to open or close (it's been so long I forget) two pins and the radio acts as if you have a license.
