CDPR has nothing to do with it, they only have the game rights and don't own the franchise. The original creator of the book series is the one who sold the rights to Netflix. He's a bitter alcoholic and gives zero fucks about what they will do to it.

The only ones I could think of that fit all your 4 criteria is the Elder scrolls series - Oblivion and Skyrim ( the 2 I have played).

I may have to try Witcher III. Anything that can get multiple mentions alongside Fallout means it appeals to people that know what a game should be.
Only thing I’d add is Fallout 4 is very good. Probably not quite Fallout 3 good. But still very good. The others, not so much.
