Morrowwind best story ... No hand holding quest markers best story of all ES can be modded to look better then stock oblivion. Some mods that i enjoyed are very hard to find nowadays ... has a mega mod now for graphics and sound cuts allot of time out of modding the game compared to what i had to do
Oblivion. Horrible faces ... but can be improved slightly.
Skyrim. with some advanced tricks can run 300+ (150+ish active plugins)mods , merging, disabling unneeded plugin if just using textures from mod, etc(s)
Falllout 3.
FO:NV need advanced modding techniques in this game as cap is 150 but still doable
for skyrim I usually follow this Guide for a good base ... then add some other mods that add other stuff. [ http://wiki.step-project.com/STEP:2.10.0 ] cut and paste link does not work properly here
here are a few mod lists i have done ...stable for the most part only occasion crashes ... same as vanillia game IMO TTW (tale of two wastelands = FO3+FONV 150 active plugin limit)

I may have to try Witcher III. Anything that can get multiple mentions alongside Fallout means it appeals to people that know what a game should be.
Only thing I’d add is Fallout 4 is very good. Probably not quite Fallout 3 good. But still very good. The others, not so much.

The only ones I could think of that fit all your 4 criteria is the Elder scrolls series - Oblivion and Skyrim ( the 2 I have played).

Can’t wait until Cyber Punk 2077 fills this void. Never played Witcher 3 but will give a try in the next month or two.
