Terrence McKenna often described Culture as our Operating System. Looking at it from that perspective, I've come to think of Religion as the Culture's Anti-Virus/Firewall.

It's certainly a purpose viewed from a government's perspective. It's a fine tool, just depends on the job you want to accomplish.
