I've said it plenty of times. If you want to win the drug war, legalise every recreational drug, only required a doctors certificate for use, where being a junky qualifies as a medical reason. And then sell the shit to them at stupidly cheap prices even when it's loaded with taxes. I'm not an expert on the subject of making drugs, but a drug like heroin goes for few bucks a gram in the third world. If they can make it for that much, and still turn a profit, I don't see how industrial factories can't make it for a few cents a gram.
Nothing will destroy drug dealers and the gangs that sell to them more, than crashing the price of the product so low that it's no longer profitable. Would you risk your prison and jail time to make a few cents worth of crack?

San Francisco is getting ready to open “safe injection clinics” where heroin addicts can inject indoors and supervised. Tax payers are funding both this and the human shit removal teams.

How smart is it to go to all the trouble of stealing tampon vending machines, repainting them, stocking with crack pipes, and planting them in public places only to see the police instantly rip them out of the ground and dust them for prints?
This is more of an art project and social commentary, than an "underwear gnome" business model.
