Yep. Apartheid was all about keeping Communism at bay and economic progress on the headward march. People like Verwoerd were very nice and was going to the Bantustans into place, according to the South African Broadcasting Corporation boosted the black economy by 5.3% percent, and was building universities and other social services for them in the Bantustans.
One thing people do not know is that Verwoerd had someone on his staff who was an anthropologist and expert on Bantu cultures and stressed the importance of teaching the Bantus in their own language from Kindergarten through High School. This massively improved their progress and their capacity to gain and relate with the knowledge being imparted upon them. People do associate the quote to Verwoerd that the Bantu should not be taught mathematics, since the Bantu has no practical need for it and that they are being hewers of wood and drawers of Wood, but in reality he only meant this within the context of them living in European society, which he did not want and did not think was good for the Bantus. Verwoerd did not even believe in evolutionary theory and thought that everything was environmental in nature as it concerned race(which meant he did not even believe in race). He did his best to protect his own people and supply to the Bantus, but unfortunately two people tried to assassinate him and one ended up being successful.
It seems Verwoerd's stances have turned out to be prophetical. Apartheid was never the same once he left unfortunately. He was a good man. He cared for his people and cared for others.
He is why Apartheid is known as an instance of empowering blacks and the separate but equal motto. After Apartheid collapsed South-Africa went with it. It was a peaceful and lush place before that for the most part. Violence under Verwoerd was basically non-existent, while under Nelson Mandela it was extremely high. God Bless Verwoerd.
