The term "swamp" in this context ultimately stems from the topography of Washington DC. Parts of the city were built on what amounts to a bog along the river. A couple of centuries ago this was where the Irish lived in Washington, and the swampy district was afflicted with mosquitoes, fever, and general ill health. Today, property there costs a fortune.
