It depends on if it's a private plane or public one and also nationally or internationally. Obviously with idiotic TSA if you screw up anything remotely gun related it gets you a free exam from unqualified personnel. Here's TSA rules on transporting firearms. I'd recommend taking a print out of the instructions with you as well, just in case someone gives you a hard time.

Firearm parts, including magazines, clips, bolts and firing pins, are prohibited in carry-on baggage, but may be transported in checked baggage.
Looks like the upper would have to be checked.
Rifle scopes are permitted in carry-on and checked baggage.
However you could still take a lot of expensive stuff off of it.

Their rules and guidelines are hopelessly written in their favor on this one. Plus, they have no sense of humor and are prone to overreacting. Only outdone by public school teachers, the mere mention of a firearm or part thereof, or any hint of its operability or other reasonable explanation as to how it is "safe" in its present condition would bring about a free proctology exam and a missed flight. And knowing your luck, it would be a muslim member of a sleeper cell doing it to you. TSA: The best and the brightest diversity hires...and the rules fully apply if you're white.

I am pretty sure they would flag you for that.
TSA rules, you have to have the entire thing in a locked hard sided case.
