The military is doing a 3 month long drill that will pretend that Texas and Utah and San Diego are rebelling insurgencies, and the military is putting down the insurgencies with the rest of California, Nevada, Colorado are loyal and Arizona is unknown while New Mexico is considering joining the insurgency.
The goal of the training is to practice for insurgencies in the middle east, but the military's drill concerns a number of people who believe that one day the military may be called to do something similar in the US.
The conspiracy theory arose because Texas, Utah, and San Diego are famously states/regions that vote Republican.

Simple answer: Military maneuvering on the ground in the United States. Probably for training.
Why people are concerned: Because the military COULD start using force to police you and overthrow your local government. They're not going to, but they're there and they have superior firepower.

Well Russia said they were on training maneuvers and surprise they invaded Crimea. Training maneuvers are sometimes training maneuvers. Other times they say training maneuvers so nobody knows what they're actually doing.
