Most people who can’t loose weight under estimate their calories and over estimate calories burned from exercise. It’s not hard , food weight (g) x ( cl/g) = amount of calories consumed

He's also only been dieting for a month. Even if he managed a 500 calorie deficit per day, that's still only four pounds. His weight likely fluctuates more than that just by hydration levels.
