The Internet was not conceived as a mass medium, but a tangle of small media. I still remember the Internet up to the late 00s, before a few Web sites could seize hegemony; it was a very different place. (Indeed, my displeasure with technology's course in this decade are a subject which I might elaborate into a Voat submission.) Censorship is rather through obscurity as so many depend upon the major Web sites, than through ineffective explicit blocks.
