Equal employment opportunity. The EEOC doesn't mandate a specific percentage of females in a workplace, but if a female ever files a hiring discrimination claim against a workplace, a low percentage of females already employed will be used as evidence of likely discrimination. So a workplace is better off mantaining these percentages as an insurance policy in case they ever get sued by one crazy who's angry they didn't get a job. This obviously applies to race as well.
