They don't mean anything they say. It's all about the effect it has on the readers. When people see the words "free speech" alone they have a positive connotation. Here they have a negative one. If they were genuinely trying to just get the point across there's no need to use the word extreme. But they can't do that because they don't have any arguments.

Yep, they need to prepend adjectives to all their terms, because if they didn't how would we know how bad our beliefs are? (!!) I must admit that it is quite comical. Like EXTREME IRONING
