Ah that's just what you see :-)

Voat uses Cloudflare as a security provider (Cloudflare and their main competitor Akamai are the worlds biggest security providers for internet traffic).

in those 3 seconds, your browser connects to Cloudflare and says hi. Cloudflare then checks if it recognizes you as a spammy source against a list it keeps, and checks the content of your greeting message for anything suspicious.

If everything turns out ok, it lets you through and you get to see the voat site. If not, it blocks your traffic and makes sure voat isn't bothered by it, giving more bandwith to real users.

This is a bit of a simplification, but that's what happens.

When voat is down because of an attack, you'll get to see a page of Cloudflare, stating voat is down/unreachable, maybe you've seen it earlier today.

So in short, those 3 seconds are crucial in case of an attack.
