My question is if socialism is a valid form of government, why can't it work in the face of external pressure?

It's not like only socialist systems face any.

Because Norway isn't socialism. From Wikipedia: the politics of Norway take place in the framework of a parliamentary representative democratic constitutional monarchy. The Economist Intelligence Unit rated Norway as a "full democracy" in 2016.[1]
