I have friend who lives very close to Ellicott, the site of two '1000 year floods' in the last 3 years. I'm sure you've seen the story in the news of the massive flooding from last week.
What they're not telling you is there was a massive housing development built upstream from Ellicott that has turned the area into a giant funnel, pointing directly at the little town.
I really don't see any reason why reporting has not got to the root of the problem if the locals are aware of it, other than a deliberate attempt to spin a narrative out of the tragedy. There is a huge liability issue here for not only the developers, but the county inspectors and engineers that issued the permits.
