North Korea is the one playing games. They likely never intended to have a summit in the first place. They are tying to buy time and manipulate the situation.

The same thing is happening again. Kim thinks he can jerk Trump's chain the way he jerked Obama's and Hillary's chains, but that won't happen. There was never going to be peace with North Korea, it was always just a ruse on Kim's part.
