Besides the obvious reason as to why this is a daft idea, there are others.
For example, my sister's fiance recently passed his HGV license. It cost him an arm and a leg (not far off £2,000 all in I believe).
He had to work 2 jobs to save up to do this, but yeah. Why not just give these courses away free to people who haven't contributed a bean?
This uneven and downright unfair treatment of taxpayers throughout the west will have dire consequences. I'm still unsure as to whom will reap the whirlwind though.

How could teaching people with a history of driving trucks through crowds of people how to drive trucks possibly go wrong?

See it makes them more effective, if you blow up a truck full of Hydrogen it works better than driving into a crowd. after all its part of their culture and we have to be enriched.
