There's about five thousand accounts they better unban, if the last few years on /r/undelete are any indication as to the true scope of how often admins ban people they dislike.
Good that someone asked and that he actually answered in a definitive way. But there has to be a hard cut off point/amnesty beyond which any mod or admin abusing the system gets their power snipped.
But of course, they can just use the standard rationale of "user was vote manipulating" etc. So it may achieve nothing.

Let's hope they hold to that. It wasn't something that Pao started, but she sure was comfortable using it.
