They want to add to the conversation but they don't know how to other than by saying "this"

It's an Anglicization of the latin "sic" (pronounced with a long I so it sounds more like "seek" than "sick"). Sic meant thus, or less anachronistically, this. Even in ancient Roman times, people would agree with something by saying that it was thus, or "sic". It was such a common response that it survived being vulgarized into Italian's sì and Spanish's sí.
So an internet response of "this" is merely carrying on a timeless Western tradition of someone just having to say something in a conversation without actually having anything of value to add.

People who spam Voat with retarded-ass SCP-farm questions all day: why?

It depends on how you see voting up or down.
Some people see a vote up as a "Yes I agree with you" and a vote down as "No, you're wrong and I hate you, you're a niggerfaggot"
While I do follow this mantra to an extent and certainly vote up posts I agree with, I don't downvote people who I'm having a discussion with even if I disagree with them. I haven't even downvoted anyone on this site yet, as long as it's something that's not entirely nonsensical like random spam bullshit (like Shareblue links) or whatever this potato stuff is I don't see a reason to downvote someone for adding to a discussion even if I think they're a total faggot with dumb ideas.
If I really agree with someone 100% and can literally add nothing else to the conversation, I can see how I might say "Yes this 100%" because I feel compelled to respond to the post, but I truly can't give my answer in a better way than the person I'm agreeing with.
I especially feel like this applies to Voat more because it's a smaller user base, which means there's less discussion and content in general. I don't want to dissuade people from voicing their opinion even if they're fucking stupid because otherwise It's an echo chamber with the same content.
