You're basically describing what operating systems would be like if they hadn't evolved naturally. The only reason we have the computing freedom we have today is because it was necessary for adoption during the natural growth of the personal computer.

It is as much the fault of the OS. Permissions are often granted in stupid ways and don't allow applications to expose an API as much as control how they interact.
