I'm lucky tomatoes grow like weeds in Hawaii.

We purposely leave them in pots so they stay small and manageable.

The ones I have outside in a planter just survived winter where it hard froze several times and they look healthy as fuck. I'd say get them going inside until they're healthy and then put them outside as long as it's not going to stay below freezing for more than a night or two in a row.

They're also very difficult to transplant, so you can't grow them in pots and move to the garden later without killing half of them.

I have had luck transplanting right after my last frost, but they took a loooong time to grow from there. I think I'll wait a little longer this year. Thanks for the tip!
