It could be caused by a number of issues. The bank's security certificate could have been generated by a non-authoritative entity, or your connection could be being decrypted along the way. I certainly would exercise caution. * Have you ever used it before and noted that it had a green lock icon up there before today? If so - I would not use it. * I would also question the overall security of the bank if they're not paying for an authority to issue their certificates - they're really not that expensive so there's no reason not to. But if they generate their own unsigned certificate then, well, this could be perfectly secure connection as well. * If the latter case I mentioned is the reasoning - are you at work or on a network you typically don't use? I'd probably not use it. * The worst case here is that you are being subject to a MITM (Man-in-the-Middle) attack and someone has captured your traffic on its path to the bank site in hopes of stealing your access credentials and bank account info. Generally caused by malware on your system and/or being on a public/open network.
If you want to do a quick test - maybe use a smartphone that is on your 4G (or other network not the same WiFi network as the one your computer is on currently). If the site loads with a green lock there but not from your computer I would suspect a network based compromise or malware and say MITM attack is in play for sure at that point. But regardless I would probably email or call your bank and talk to them about it.

Looking at the encryption information that you can see by clicking the lock, they are using obsolete cryptography. If no one is monitoring your connection then you should still be fine, but know that it isn't as secure as other methods.
